I came up with a way to describe the “fitting” (tsukuri) for waki-gatamae: As you move in with your second step you can feel the “wall” presented by uke’s structure. Once you feel that, it’s time for that foot to stop moving and for the third step to come around so that your body is perpendicular to uke’s
